73 Agreement
ARTICLE IV FUNCTIONS OF MANAGEMENT
U.R.E.O.O. shall exercise the regular and customary functions of management, except as otherwise expressly limited by the language of this Agreement, including, but not limited to the authority and the responsibility for the direction of and supervision of the employees and of their work; the making and enforcing of reasonable rules; the determination of what duties shall be performed, the assignment of work, and determination of employee competency, physical fitness, ability, training, skill, etc.; the determination of what operation or services are to be performed by employees of U.R.E.O.O.; the selection, hiring, transfer, promotion, demotion, layoff and the discharge of employees for proper cause.
